		<description>There is a bit of misinformation here.  It is true that only max level people will be able to participate, but if this applies to all 4 tiers of leveling, there will be opportunity for all players to participate at all levels of the game.  Not just once they get to max level for the game, but max level for each of the tiers as well (max levels for each tier are 11, 21, 31, 40 btw).</description>
